Sweden does not use snow chains for regular cars or bicycles in the winter. Instead, studs or winter treads are used.
Even postal bicycles have snow tyres.
In the far north of Sweden though, huge chains are used on vehicles in the mining industry.

I did an interpreting session about the mining industry about three years ago for the EU so I’ve learnt a lot about their techniques. I would have never known it otherwise. It was rather tough but very informative.
Those huge chains in the mining industry are used whatever the country or the season.
They have been proven to increase tyre life and bucket capacity, and reduce unscheduled downtime and fuel burn. They also deliver more predictable machine performance and enhance safety through improved machine stability.
That system is not weather dependent.
