The last photo was not taken during a power failure at all. It was part of the ad to switch off the lights.
Here is what I found about it: “A nice billboard ad by a South African electric company created to get business and individuals to turn off unnecessary power usage. Eskom also asked municipalities voluntarily switch off Christmas lights.”
