I wrote recently about how much I love Lidl’s Floralys tissues. They are thick, soft, and the cheapest I have come across.
I have recently started using their cotton pads as well. They are also great quality and less than 1 US dollar for 140.
I don’t go to Lidl often, but when I do I buy tissues and cotton pads in bulk.
