Why do some books have multiple blank pages at the end?

A hardback book is made by binding signatures together. A signature is a number of sheets stacked together and folded down the middle (see above). These are usually sewn. Signatures come in standard sizes. You can try and reduce the number of blank pages at the end by changing font sizes on title and index pages, but it is almost impossible to eliminate blank pages entirely.
