I don’t know where you got that photo but it’s way outdated. That cafe is situated in the 5th arrondissement 5th district) and its terrace has been like that all year round for decades. At the moment though, the bears have been removed (they decided not to make them wear masks as it would be a waste) and they are on display at the windows of the restaurant rooms upstairs. I think one should not believe what they see posted online as it sends a wrong message.
